A businessman, Mr. Gbenga Collins, has told the House of Representatives Ad-hoc Committee that Adeniyi Adeyemi, who paraded himself as Director-General of a fake agency called the Presidential Foreign Investment Promotion Council (PFIPC), swindled him of N400 million.

Collins, Managing Director of Divine Dopacy Nigeria Limited, said the alleged fraud began in December 2024 after he met Adeyemi at an event in Ogbomoso, Oyo State. He told lawmakers yesterday that Adeyemi later invited him to Abuja in early 2025 with a promise of a government renovation contract.

According to him, the reception in Abuja looked authentic. An official vehicle with Federal Government plates picked him from the airport and took him to an office at the Federal Secretariat. Police escorts and other prominent visitors were also there.

“He introduced himself as DG of both the Presidential Economic Advisory Council and PFIPC,” Collins said. “Everything suggested he was a real government official.”

Adeyemi later showed him a property he claimed was his official residence and asked if Collins’ company could handle the renovation. Weeks later, Collins said he was given an award letter, scope of work and an agreement. Before mobilisation, Adeyemi demanded N400 million to “prove financial capacity.”

Collins said he raised the money from associates and paid it in five instalments between May 16 and July 29, 2025. N380 million went into a Guaranty Trust Bank account belonging to World Entrepreneurs Limited, and the final N20 million went into an Access Bank account belonging to Sunshine Confectionery and Catering Services.

Adeyemi allegedly kept promising that mobilisation would start in August, then November. When nothing happened and calls went unanswered, Collins consulted a lawyer, who advised him he had been scammed.

A petition was filed with the EFCC on November 13, 2025, and adopted six days later. Collins said the commission has invited people linked to the accounts, but Adeyemi has not honoured EFCC invitations, citing ill health.

“I acted in good faith because he is from my hometown and I saw him in a government office,” Collins told the committee chaired by Yusuf Gagdi. “My business is suffering and I have started selling property.”

Gagdi said the committee will question Adeyemi, who is in police custody, and has summoned the FRSC Corps Marshal to explain how the fake agency got official vehicles and plates. The panel will submit its findings when the House resumes.
